Lisa Myers, PE, PMP

President

Lisa H. Myers, PE is the president of Bluestone Environmental Group, Inc. Previously she served as the president of Myers Engineering for nine years. She has over 35 years of experience in environmental engineering applications in both the public and private sector. Previous work experience includes the Philadelphia Water Department, General Electric, and Weston Solutions, Inc.

Her specialties are environmental compliance, regulatory interaction, waste management, and site investigation and remediation. Lisa holds a bachelor’s degree in Chemical Engineering from West Virginia Institute of Technology and a master’s degree in Chemical Engineering from Villanova University. She is a registered Professional Engineer in Pennsylvania, Delaware, Georgia and Maine.

Thomas S. Myers, Jr. is the Vice President & General Counsel for Bluestone Environmental Group, Inc. Tom has over 30 years’ experience providing contractual support to a wide variety of small businesses. Since joining Bluestone in 2010, Tom has been providing prime Federal Contracting support on environmental contracts to a variety of Department of Defense agencies including USACE, NAVFAC, US Army, and the US Air Force, among others. Throughout his tenure with Bluestone, Tom has managed over $115M in prime contracts for the Federal Government.

Aaron Myers, PMP, Vice President of Federal Programs

Vice President, Federal Programs

Mr. Myers is a Project Management Professional with nine years of experience serving as an Program and Project Manager. Experienced Project Manager, working with multiple Federal Agencies including the US Army, Navy, NASA, USACE Kansas City District, USACE Seattle District, USACE Huntington District and USACE Baltimore District. Successfully managed over $35M in program capacity. Currently managing three IDIQ programs, addressing a wide range of environmental projects, including Fence to Fence Environmental Support Services, addressing CAA, CWA, EPCRA, RCRA, CERCLA, MMRP and NEPA. Managed multiple remedial investigations, and remedial construction activities. Successful implementation of projects at FUDS, Active DoD Installations, BRAC and Superfund Sites. Technical experience also includes implementing remedial system designs for groundwater and soil pilot studies, including their subsequent operation and maintenance.

Emily Strake, CEP, Technical Director of Chemistry

Ms. Strake has more than twenty years of environmental chemistry, risk assessment, auditing, and quality assurance experience. She has focused her efforts on human health risk assessment and has been the primary author or key contributor of risk assessment reports and screening evaluations for projects governed under CERCLA, RCRA, and dozens of state and international programs. Ms. Strake is board-certified in assessment by the Academy of Board Certified Environmental Professionals. She has experience in site-specific strategy development, which has enabled her to perform assessments to focus areas of investigation and identify risk-based alternatives for reducing remediation costs. Ms. Strake is a member of the Interstate Technology and Regulatory Council (ITRC) and serves as a National Trainer in risk assessment for the organization. Ms. Strake also has broad experience in environmental data validation, focused on ensuring laboratory deliverables follow specific guidelines as described by regulatory agencies and the analytical methods employed. Ms. Strake is experienced in auditing laboratory methodology and field-sampling activities for compliance with Quality Assurance Project Plans, the National Environmental Laboratory Accreditation Conference Standards Quality Systems Manual, and applicable USEPA Guidance. Ms. Strake has also audited on-site laboratories in support of groundwater treatment operations and implemented corrective actions.

Ethan Magee, PG, Technical Director of Geosciences

Geosciences

Ethan Magee brings 21 years of environmental consulting experience, including the management and coordination of projects across the Northeast, Pacific Northwest, Central, and Southeast United States. His project experience includes soil, groundwater, and surface water investigations; monitoring well network installations for both overburden and bedrock wells; vapor intrusion investigations; aquifer testing; direct-push drilling; rock coring; underground storage tank removal; transportation and disposal activities; soil excavation; and technical oversight of test pits, borings, and hazardous waste transportation and disposal.

Mr. Magee has extensive experience with geophysical imaging methods, including borehole logging, seismic refraction and reflection surveys, ground-penetrating radar, and electrical resistivity surveys. He has supported numerous projects involving complex geologic and hydrogeologic conditions and has investigated organic compound migration pathways in air, water, soil, and bedrock. His expertise also includes chemical fingerprinting analyses and the use of forensic methodologies to evaluate and distinguish commingled contaminant plumes. He is proficient in technical writing, report preparation, and the communication and visualization of technical data for regulatory agencies and clients.

Florence Sevold, Technical Director of Risk Assessment

Ms. Sevold has over 35 years’ experience in environmental consulting, performing human health and ecological risk assessments for CERCLA, RCRA (including hazardous waste incinerator sites), MMRP, FUDS, BRAC, Brownfields redevelopment projects, and State voluntary cleanup sites. Her work in these programs also has included deriving reference doses, critical toxicity values for mammalian and avian receptors, and human health criteria for short-term occupational exposures to inhalation toxicants; toxicologic database development; calculating risk-based PRGs; writing and technical review of Contractor Quality Control Plans, Community Involvement Plans, data gaps analysis, Uniform Federal Program Quality Assurance Project Plans, human health and ecological risk assessment work plans, Proposed Plans, Responsiveness Summaries, Findings of Fact for Administrative Consent Orders, and 5-year Reviews.

Ms. Sevold is involved in all aspects of data handling, from sample management; field team, laboratory, and validator coordination; FUDSChem event planning and field data population; through database construction and maintenance, data evaluation and reduction, and statistical analysis. She is skilled in use of EPA’s ProUCL software for statistical evaluation of environmental data, including power analysis, exposure point concentration calculation, background threshold value determination, hypothesis testing, and trend analysis. She has in-depth knowledge of numerous fate and transport, bioaccumulation, and toxicological databases. This breadth of experience allows Ms. Sevold to provide technical direction for and review of a variety of projects.

Ben Foster, PE, Technical Director of Engineering

Mr. Foster is a Civil Engineer with more than 23 years of experience consulting with private clients, public entities, and the federal government. Originally licensed in New Mexico, Mr. Foster maintains PE licensure in Pennsylvania and the surrounding states.

Mr. Foster’s experience is diverse and ranges from water and wastewater design to regulatory compliance, and includes small projects for local HOAs through to managing large, multi-task projects for the US Navy. Mr. Foster regularly engages with unique projects and challenges, then ensures high-quality project delivery to end users and clients. Leading a new generation of engineers to meet modern challenges is a top priority for Mr. Foster.

Renee Lavinsky, CHMM, CPEA, PMP

Ms. Lavinsky has more than 20 years of experience supporting environmental compliance for both Government and commercial clients. Ms. Lavinsky is a Certified Hazardous Materials Manager (CHMM), a Certified Professional Environmental Auditor (CPEA), and a Project Management Professional (PMP). She has served as Deputy Program Manager and Project Manager on a wide variety of environmental compliance tasks covering hazardous materials, hazardous and solid waste, drinking water, stormwater, wastewater, toxic substances, and air emissions. She has overseen environmental compliance programs for Federal and private clients nationwide and overseas, including Alaska, Hawaii, Cuba, and Japan.

Ms. Lavinsky’s experience includes developing plans, permits, and reports in support of environmental and safety regulations; performing inspections for compliance with Federal and state regulations, Agency policies, and site-specific permit requirements; managing client relations; and supporting Bluestone’s overall operations and business development. With previous employers, Ms. Lavinsky performed Environmental and Safety Compliance Assessments for Federal and private clients, conducted sanitary surveys, prepared stormwater management and pollution prevention plans, and authored and helped implement spill prevention and contingency plans. She also developed and performed environmental compliance training courses for EHS professionals nationwide covering the full range of environmental regulations.

Jennifer Harris, PE, HTRW Restoration Portfolio Manager

HTRW Restoration

Ms. Harris is a Chemical Engineer with 32 years of experience in environmental site investigation and project management for government and commercial clients, including more than 30 years supporting the Installation Restoration Program (IRP) at the U.S. Army Garrison Aberdeen Proving Ground (APG).

For the past ten years, Ms. Harris has been supporting a wide variety of projects focused on groundwater investigation, air compliance, radon assessment, and Aqueous Film-Forming Foam (AFFF) and per- and polyfluoroalkyl substances (PFAS) removal and sampling. Her current government clients include NAVFAC, US Army, USACE, and USDA. She is licensed as a Professional Engineer in Maryland.

Kyle Young, PMP

Mr. Young has over 16 years of multidisciplinary experience, including more than 8 years in the federal AEC industry. He brings proven success in civil, environmental, and compliance-driven design-build projects for major federal clients such as the US Army, NHHC, NAVFAC, USACE, EPA, and USDOT.

He has demonstrated expertise in business development, contract management, client engagement, proposal development, and regulatory compliance, with a strong understanding of federal procurement and design-build delivery methods.

Anne MacMillan, PMP, REP, Program Manager

Anne MacMillan, PMP, REP

Ms. MacMillan has more than 16 years of experience in the environmental consulting and compliance field for government and commercial clients. She has over 14 years of experience providing environmental compliance support to DoD Installations. Ms. MacMillan is a Registered Environmental Professional (REP).

She has worked on a range of projects relating to air permitting, CERCLA, RCRA, EPCRA, NEPA, PFAS, stormwater, drinking water, and sustainability. Ms. MacMillan is the Boston Post President for the Society of American Military Engineers (SAME).

Mike Badeau, PE, Program Manager

Mike Badeau, PE

Mr. Badeau is an Environmental Engineer with more than 20 years of diverse consulting experience providing solutions to federal, state, and private sector clients. Mr. Badeau has supported over 25 task orders for U.S. Department of Defense A-E IDIQ contracts administered by the U.S. Army Corps of Engineers (USACE) Baltimore, Fort Worth, Huntington, Kansas City, Mobile, New England, Sacramento, Seattle, and Tulsa Districts.

Mr. Badeau has also supported seven task orders for the U.S. Department of Agriculture (USDA) Farm Production and Conservation Business Center, Environmental Activities Division; five task orders for the Naval Facilities Engineering Command (NAVFAC) Washington; over 20 state transportation projects; and 10 private projects. Mr. Badeau is responsible for providing management and technical support for various environmental site investigations, remedial action, and compliance projects. He is professionally licensed in the Commonwealth of Pennsylvania and the State of Connecticut.

Bharvi Patel, PE, Program Manager

Bharvi Patel, PE

Bharvi Patel, PE, is an accomplished environmental professional with over 20 years of experience managing environmental compliance, permitting, and engineering programs for government and private sector clients nationwide. As a former environmental regulator, she offers a strong understanding of regulatory requirements and works closely with agencies to help clients achieve and maintain compliance.

Serving as both Project Manager and Air Quality Program Manager, she supports clients with air permitting, emissions reporting, compliance audits, and evolving federal, state, and local regulatory requirements. She has extensive experience leading multidisciplinary teams, overseeing complex environmental contracts, and managing air, water, waste, and EPCRA compliance programs.

Operations Manager

Casey is an Environmental Scientist and serves as the Operations Manager. She has eight years of experience managing and executing environmental projects, including groundwater and soil investigations, stormwater compliance, radon assessments, environmental auditing, and regulatory compliance. Casey has served in technical, project management, and field leadership roles, overseeing projects from planning through execution and reporting.

As Operations Manager, she oversees company-wide field staffing, scheduling, and resource allocation, coordinating personnel across multiple projects and offices. She manages the field calendar, tracks billable and overhead projections, and serves as a liaison between executive leadership, project managers, and field staff to ensure project execution.

In addition to leading operational planning and project coordination, Casey remains actively involved in technical fieldwork, data collection, quality assurance, and client support. Her combination of technical expertise and operational leadership provides a practical, field-focused perspective that supports successful project delivery and effective communication across all levels of the organization.

Kelly Bender serves as a Contracts Manager with more than 12 years of experience directing full-lifecycle government procurement, and she has been a business professional in the environmental consulting industry for over 30 years. She is skilled in federal pricing strategies and successfully manages FFP and CR contract types for the DOD, EPA, USDA, and other federal agencies. She is proficient in FAR and DFARS compliance, GSA Schedule administration, and multi-million-dollar proposal management, with deep knowledge of the Deltek financial system for optimized project tracking and business financial metrics.

Kelly has advanced proficiency in establishing Defense Contract Audit Agency (DCAA) compliant Provisional Billing Rates for indirect rate structures of Fringe Benefits, Overhead, and G&A pools, and is an expert in preparing final Incurred Cost Examination (ICE) Models to finalize indirect rates. She led and supported the DCAA audit defense for ICE submission for six years, with a proven track record of major defense awards administration totaling more than $650M.

Roe Melton is an experienced Human Resources professional with more than 20 years of business operations and management experience, including over five years in HR leadership and more than 16 years in office management. As the Human Resources leader for Bluestone Environmental Group, Roe oversees talent acquisition, employee relations, benefits administration, compliance, performance management, policy development, onboarding, and organizational planning.

Known for her fair, approachable, and people-focused leadership style, Roe is committed to creating a workplace where employees feel respected, supported, and heard. She works to balance employee needs with business objectives while ensuring policies are applied consistently and objectively. Throughout her career, Roe has led initiatives in workforce planning, employee development, benefits communication, and HR program implementation.
