Description:

Under multiple contracts with both NAVFAC Southeast and NAVFAC Washington, Bluestone is providing AFFF draining, cleaning and replacement services. Currently, Bluestone is working on AFFF related tasks at NAS Corpus Christi, NAS Kingsville, NAS Meridian, NAS Pensacola, NAS Whiting Field, NAS Patuxent River, Joint Base Anacostia-Bolling, and NSF Thurmont. In total, Bluestone is contracted to replace AFFF product in 88 fire trucks, and 11 hangers.

Prior to initiation of field work, Bluestone prepared Site-Specific Work Plans, and EM 385-1-1 compliant Accident Prevention Plans (APP). Bluestone personnel coordinate with Installation personnel to develop site specific information, such as storage locations, rinsing operation sites, and emergency protocols. Bluestone personnel drain the old AFFF concentrate from the mobile tanks, triple rinse with fresh water and a detergent (20% per rinse), dry the tank, then refill to 100% capacity with new MILSPEC compliant AFFF product. AFFF rinse product and concentrate are collected, transported and disposed of separately. All IDW is disposed of via incineration at a RCRA Licensed Facility. Fixed tank systems (hangers) are replaced in kind with newly manufactured tanks. Bluestone elected for this route, instead of triple rinsing the fixed tanks, after a cost analysis was performed. This alternative methodology is estimated to save the Government over $500,000 amongst the four contracts.
