Environmental Assessments for FBI Training Academy – Quantico

Bluestone provided NEPA support services for the preparation of Environmental Assessments (EAs) for FBI Academy internal decision-making processes. Bluestone completed two EAs, one for the proposed construction of a training facility, and another for the proposed construction of a storage facility. The EA for the proposed training facility was intended to meet NEPA requirements to evaluate alternatives for constructing a new DEA Raid House at the FBI Academy. The EA examined two alternatives based on the DEA’s preferred building location. Existing environmental conditions such as wetland proximity, threatened and endangered species habitat and topography were evaluated. Based on the information considered in this EA, building the raid house in the preferred location fulfilled the project purpose and need, and would not have a significant adverse impact on the surrounding natural resources. The preparation of an Environmental Impact Statement was not required.

The EA addressing the storage facility construction was intended to meet NEPA requirements to evaluate alternatives for management of an existing equipment and materials storage area at the Federal Bureau of Investigation (FBI) Academy. The current equipment and materials storage area is used to store maintenance equipment including, but not limited to, construction materials, petroleum products in 55-gallon drums, bulk sand, bulk gravel, and a flammable storage locker. Based on the information considered in this EA, updating current site practices fulfilled the project purpose and need, and would not have a significant adverse impact on the surrounding natural resources. The preparation of an Environmental Impact Statement was not required. Bluestone personnel also developed training information for the Academy to outline steps for the Environmental Department to better understand NEPA related concepts.
